You claim that words have meaning, yet cite numbers as your primary criteria for genocide, which it is not. By that logic, it won't be genocide until AFTER it is complete, at which point it is too late to intervene meaningful. By the United Nations definition of genocide, it is only the question of "intent" that is difficult prove. So while we can disagree if that threshold has been met, many legitimately reject your assessment (myself included).
